The Regulations on New Energy Vehicle Manufacturing Enterprises and Product Access Management was promulgated in 12017 and amended in 2020 respectively. The latest revision entered into force on July 24, 2020.

There are 29 articles in total and the key points are as follows:

1.This regulation applies to enterprises that produce new energy vehicles in China and their activities to produce new energy vehicles for use in China. (Article 2)

2.New energy vehicles refer to vehicles that use new power systems and are completely or mainly driven by new energy sources, including plug-in hybrid (including extended range) vehicles, pure electric vehicles, and fuel cell vehicles. (Article 3)

3.If a production enterprise applies for the admission of a new energy automobile production enterprise, it should be an automobile production enterprise that has obtained a road motor vehicle production enterprise permission, or a new automobile production enterprise that has been approved in accordance with the completed investment project. (Article 5)

4.When a production enterprise applies for the permission of new energy vehicle products, the product shall comply with the “Special Inspection Items and Basis Standards for New Energy Vehicle Products”(新能源汽車產(chǎn)品專項檢驗項目及依據(jù)標(biāo)準(zhǔn)), as well as the relevant standards for conventional vehicle products of the same category. (Article 7)

5.The new energy vehicle manufacturers and products that have passed the review will be released by the Ministry of Industry and Information Technology through relevant announcements. (Article 14)
