Rules of Procedure of the Standing Committee of National People’s Congress (2022)

The Rules of Procedure of the Standing Committee of National People’s Congress was promulgated in 1987, and amended in 2009 and 2022 respectively. The latest revision entered into force on 25 Jun. 2022.

The Law, which contains 52 articles, aims to improve the procedure of the Standing Committee of the National People’s Congress.

1. Can the Standing Committee be held online?

Yes. The members of the Standing Committee who are present online shall vote by a show of hands or other means. (Art. 7, Art. 17, Art. 48)

2. Can the laws discussed and adopted by the Standing Committee be published directly?

No. Laws adopted by the Standing Committee shall be published by an Order of the President signed by the President of the People’s Republic of China. (Art. 49)
