Law on Scientific and Technological Progress (2021)

The Law on Scientific and Technological Progress was promulgated on 2 July 1993, and amended in 2007 and 2021 respectively. The latest revision entered into force on 1 Jan. 2022.

The Law consists of 117 articles, aiming to promote science and technology.

The key points are as follows.

1. Any State incentives for scientific and technical personnel?

The State shall support scientific and technical personnel both emotionally and financially by not only improving the wage level and giving out economic incentives like equity and options when necessary, but also giving honors to scientific and technical personnel who have made remarkable contributions (Art. 60).

2. Are foreign researchers allowed to cooperate with China in developing research projects?

Yes. Foreign scientific and technical personnel who have been employed can be rewarded with priority in obtaining permanent residency in China or Chinese citizenship (Art. 84).

3. Any funding for scientific and technical research from the Chinese government?

Yes. Research funding has been increasing on a yearly basis (Art. 86).
