On 10 Oct. 2023, the Chinese government issued the “Global Artificial Intelligence (AI) Governance Initiative” (全球人工智能治理倡議, hereinafter the “Initiative”) in both English and Chinese at the 2023 World Internet Conference Wuzhen Summit (2023年世界互聯(lián)網(wǎng)大會烏鎮(zhèn)峰會).
The Initiative addresses three main aspects: the development, security, and governance of AI. The highlights of the Initiative include:
- guiding AI to develop in a way that is beneficial to human civilization;
- opposing any malicious hindrance to the development of AI in other countries;
- advocating for the continuous improvement of the security, reliability, controllability, and equity of AI technologies;
- promoting the establishment of a global consensus on AI governance frameworks and standard regulations;
- supporting discussions within the framework of the United Nations to establish an international institution to govern AI; and
- endorsing efforts to bridge the gap in AI and its governance capabilities.
Since 2023, China has been actively addressing the risks and challenges posed by AI. For example, the “Interim Measures for the Administration of Generative AI Services” (生成式人工智能服務(wù)管理暫行辦法), enacted in July, is China’s first regulations on the development and provision of generative AI services. It also stands as the world’s first legal document to regulate generative AI.
