China to Standardize Algorithm Recommendation Service

On 27 Aug. 2021, the Cyberspace Administration of China released the “Administrative Provisions on Algorithm Recommendation of Internet Information Services (Draft for Public Comment) (hereinafter “the Provisions”, 互聯網信息服務算法推薦管理規定), to gather public opinions until 26. Sept. 2021.

The term "algorithm recommendation technology" in the Provisions refers to the application of algorithm technologies such as generation and synthesis, personalized notification, sorting and selection, retrieval and filtering, scheduling, and decision-making to provide users with information.

The Provisions sets forth several obligations for algorithm service providers, including formulating and publishing algorithm recommendation-related service rules, strengthening the ecological management of algorithm recommendation service pages, establishing and improving the mechanism for human intervention and users' independent choice, and providing users with options not tailored to their characteristics or providing users with convenient options to close the algorithm recommendation service.
