On 6 June 2022, the State Council’s Leading Group on Protection of Minors released the “Measures for the Administration of Tattooing of Minors” (《未成年人文身治理工作辦法》, hereinafter referred to as the “Measures”).
The Measures aims to strengthen regulation on tattoo service providers.
The term “tattoo service providers” as mentioned in the Measures refers to professional tattoo parlors, as well as healthcare facilities (including medical aesthetic clinics), beauty salons, and social organizations that provide tattoo services.
According to the Measures:
(1) no business, organization, or individual shall provide tattoo service for minors, nor shall them coerce, procure, or abet minors to get tattoos;
(2) tattoo service providers shall make obvious statements in their shops not to provide service for minors;
(3) tattoo service providers shall check IDs when it is difficult to determine whether the consumer is a minor.
