China Imposes Export Controls on Gallium and Germanium

On 3 July 2023, China’s Ministry of Commerce (MOFCOM) and General Administration of Customs (GAC) issued the “Announcement on Export Control of Gallium and Germanium-Related Items” (Announcement No. 23 [2023], hereinafter the “Announcement”, 關(guān)于對鎵、鍺相關(guān)物項實施出口管制的公告).

According to the Announcement, the Chinese government decided to implement the export control of gallium and germanium-related items. Under this regulation, gallium and germanium-related items that meet certain conditions may not be exported without approval.

Exporters are required to go through the necessary export licensing procedures in accordance with the relevant provisions. They shall submit their applications to the MOFCOM through the provincial departments of commerce, and the MOFCOM will decide whether to grant a license.
