On 20 July 2021, Beijing Municipal Commission of Development and Reform and Beijing Municipal Bureau of Justice jointly released “Several Measures of Beijing on Reforming and Optimizing the Development of Legal Service Sector” (hereinafter referred to as the “Measures”, 北京市關(guān)于改革優(yōu)化法律服務(wù)業(yè)發(fā)展環(huán)境若干措施).
The Measures provides several supports to the development of an international commercial arbitration center:
- to encourage well-known foreign arbitration institutions and international commercial mediation organizations to set up branch offices in China (Beijing) Pilot Free Trade Zone and to carry out foreign-related arbitration and mediation business in civil and commercial disputes resolution;
- to encourage Chinese and foreign parties in applying for and executing interim measures such as preservation of property, evidence, and conduct before and during arbitration in accordance with law;
- to establish the International Dispute Resolution Center in Beijing, and to support the set-up of internationally renowned arbitration institutions, dispute resolution institutions and law firms as well; and
- to support state-owned enterprises and municipal enterprises to choose arbitration institutions in Beijing for commercial arbitration and choose Beijing as the place of arbitration when signing foreign-related contracts.
