On April 9, Beijing High People’s Court issued the “Opinions on Accelerating the Whole Process of Litigation Enforcement and Serving the Marketization and the Law-based Internationalized Business Environment” (關于推動訴訟執行全流程提速 服務市場化法治化國際化營商環境的意見), which introduced 35 work measures covering four aspects: namely high-quality service development, coordination and promotion of case-filing, adjudication and execution, strengthening the construction of intelligent courts, and strengthening the implementation of work.
In terms of developing intelligent courts, Beijing courts will accelerate the integration of modern technology, including artificial intelligence, 5G technology, blockchain, into the judicial work, and promote six working mechanisms, such as promoting online trial mechanism, perfecting the automatic identification mechanism for the binding judgment, optimizing the amount distribution mechanism for execution cases, establishing the feedback system of parties concerned, and strengthening the information disclosure in the whole process of trial and execution.
In terms of improving efficiency on case execution, Beijing courts will implement paperless online case filing, improve the service efficiency, simplify the trial proceedings for simple cases, implement the rules for postponing the hearing, strengthen the management of trial periods, standardize appraisal, speed up the personal property disposal, reduce the appraisal time for general cases to 30 days on average. The enforcement amounts will also be released on a one-time basis at most.
