China’s Ministry of Commerce and the General Administration of Customs issued an announcement to amend the Catalog of Prohibited Commodities for Processing Trade (加工貿易禁止類商品目錄) on 5 Nov. 2020.
Under the announcement, the products in the previous Catalogue of Commodities Prohibited from Processing Trade (Announcement of the Ministry of Commerce and the General Administration of Customs [2014] No.90) are removed, which are in line with the national industrial policies, and do not fall into the category of products with high energy consumption or high pollution and technically brilliant products, and 199 ten-digit commodity codes are removed in total. Meanwhile, adjustments will be made to the prohibitions on certain commodities such as copper ore and its concentrate. The adjusted Catalog of Commodities Prohibited from Processing Trade shall still be subject to the relevant provisions of the Announcement of the Ministry of Commerce and the General Administration of Customs [2014] No.90.
The announcement will be implemented as of 1 Dec. 2020.
